W. Frank Smart Jr., 62, of Fredericksburg, VA, passed away Thursday, December 26, 2019 in Pine Knolls Shores, NC.

He was born on August 29, 1957, in Washington, DC to W. Frank Smart Sr. and Barbara Ann Williams Wigger.

He is survived by his daughters, Melissa Kaye Smart of Richmond, VA and Shelly Smart McCullough and her husband Dustin of Rhoadesville, VA; sisters, Deborah Nistle-Powell and her husband Tim of Fredericksburg, VA, Susan Harbin of Martinez, GA and Cheryl Miller and her husband Matt of Middletown, MD; brother, Earl Williams and his wife Darlene of Rhoadesville, VA; grandchildren, Madison and Ryan McCullough; and several nieces, nephews and cousins.
