Jimmie was born in Clinton, NC. He graduated with a Bachelor’s and Master’s Degree from East Carolina University. He served as the Dean of Students at Edgecombe Community College, and in 1994 he retired from West Carteret High School, where he worked as a Guidance Counselor. He was the owner of Foster Rentals and Realty Company.
Jimmie spent many happy years on the beach at his Southwinds condo in Atlantic Beach. He was a stranger to no one and loved his life, family, and God, and always found the best in all. No words can express the joy and meaning he brought to us and the world. We are all better people for having known and loved him. He taught us to love God, our friends, families, and enemies alike and appreciated the simplest that life had to offer. As Mother Teresa once said, “In this life we cannot always do great things, but small things with great love.”

Harrell; his beloved Maltese, Beau; daughter, Anne Marie Stroud and husband Jimmy of Ocean; son, Scott Foster and wife Nicole of Raleigh; sisters, Joyce Pate and husband Angus of Hope Mills, and Susana Ariel Morgan of Florida; sister-in-law, Barbara Foster of Tennessee; grandchildren, Savannah Abney, SaraBeth Stroud, Charli Stroud, Hope Foster, Adam Foster, and Lia Foster; nieces, Jennifer Grant and husband Arston, Julie Milana and husband Thomas, Susan Pate, Holly Puckette and husband Steve, Carol Bellanger; nephews, David Pate and wife Jann, Dana Beery and wife Laura; great nieces, Emily Grant, Raegan Grant, Amanda Milana, Carrie Puckette, Elliott Puckette, Skyler Puckette, Morgan Bellanger, Miranda Bellanger, Eleanor Beery; nephews, Cameron Grant, Josh Milana, Clark Beery and Nash Beery.
