Cynthia was born on February 3, 1964, in Buffalo, New York, to Wesley and Mary Hill. From the day she was born she could light up a room the moment she walked in. Her charisma and joy were contagious to those near her.

In 1983, she married her husband, Stephen Billiar, and together they traveled from coast to coast throughout his 23-year military career. No matter where they lived, she was happy to make her home a special place for her family. She was an amazing pastry chef and excellent cook who loved to prepare meals and special delights for her loved ones. Her creativity also extended to arts and crafts which was a fun hobby she enjoyed. More than anything, Cynthia loved her family and was proud to be a mother and grandmother to her loving children and grandchildren.

She is survived by her husband, Stephen Billiar of the home; daughters, Genevieve Elizabeth Guthrie and husband Ian of Morehead City and Chrystal Ann Marie Billiar of Colorado Springs, CO; sons, Stephen John Billiar and wife Courtney of Morehead City, and Wesley Albert Billiar and fiancé Mercy Cin of New Bern; mother, Mary Hill of Angola, NY; brother, Leonard Hill of Angola, NY; grandchildren, Emily Selby, Alayna Selby, Izabella Selby, Ryleigh Billiar, and June Billiar; and numerous nieces and nephews.

Cynthia was preceded her in death by her father, Wesley Hill, and brother, Wesley “Boo” Hill.

The family will receive friends from 1 p.m. until 2 p.m., Saturday, March 13, 2021, at Munden Funeral Home in Morehead City. The same safety guidelines will apply.
